What the message means
It could mean many things, in most cases it is either a configuration, add-on, or network connectivity issue.
Reset Internet Explorer

Additional Troubleshooting
Reset Security Zone Settings
- Open Internet Options as described in Reset Internet Explorer 7
- Click 'Security'
- Click 'Reset all zones to default level'
No Add-Ons mode
Sometimes there may be an Add-On causing IE to not perform properly. To run IE in No Add-Ons mode:
- Click 'Start'
- Click 'All Programs'
- Click 'Accessories'
- Click 'System Tools'
- Click 'Internet Explorer (No Add-Ons)'
Temporarily Disable Anti-Virus/Firewall suites
Microsoft KB942818 suggests that a Windows Update may cause issues with certain anti-virus and security suites. Please review your respective product's documentation on how to temporarily disable it for troubleshooting.
Reset everything
Note: This will clear everything and restore Internet Explorer to it's default settings. This should only be done as a last resort.
- Open Internet Options as described in Reset Internet Explorer 7
- Click 'Advanced'
- Click 'Reset'
